All Public Processions in Northern Ireland except
(a) a funeral procession; or
(b) a procession of a class or description specified in an order made by the Secretary of State.
Are required as per the 'code of conduct' to nominate a Chief Steward and have trained Stewards appointed to marshal that Public Procession and those appointed should detailed on the notice to parade form 11/1.

European Convention of Human Rights:-

The exercise of these freedoms, since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties as are prescribed by law and are necessary in a democratic society, in the interests of national security, territorial integrity or public safety, for the prevention of disorder or crime, for the protection of health or morals, for the protection of the reputation or rights of others, for preventing the disclosure of information received in confidence, or for maintaining the authority and impartiality of the judiciary.
Exercising one's Human Rights also puts an onus on the organiser to exercise social responsiblity to ensure the public safety of all those participants and non participants who would support these rights.
